Long-time CFW officer to serve as Deputy Superintendent of Public Instruction at CDE


Emeryville, CA (3/30/2022) – California Superintendent of Public Instruction Tony Thurmond announced the appointment of Abel Guillén to serve as Deputy Superintendent of Public Instruction for the California Department of Education.


Guillén started working at Caldwell Flores Winters, Inc., in 2000 and has served in various roles at the education facilities and finance firm, most recently as Executive Vice President of Legislative Affairs and Chief Public Policy Officer. While at CFW, he worked with school districts throughout California to raise more than $3 billion for the construction, renovation and modernization of classrooms and other school facilities.


“We congratulate Abel on his appointment and know that his experience at CFW with our school district clients will be a great asset to the programs and mission of the California Department of Education,” said Emilio A. Flores, CFW’s CEO.


In his new position in Sacramento, Guillén will oversee the Operations and Administration Branch of CDE with a wide portfolio of responsibilities, including facilities, transportation fiscal services to local school districts and CDE’s budget.

Together, we will continue to improve the quality of our schools and the achievement and aspirations of our children as we work to recover from the impacts of the global pandemic and prepare for the future,” said Guillén.


Guillén will be formally sworn into serve in this executive-level cabinet position at the California Department of Education and assume new responsibilities April 1.
