From Large To Small Districts,
A Testimonial To Our Clients and Services
From large to small districts, people are always willing to offer testimonials as to the range of services CFW provides, the quality of our work and the professionalism which we share with our clients. In the last few years, we have participated in some of the largest general obligation bond programs for community colleges in the State. During this time, we are as equally proud of having provided over 40 small school districts with assistance in facilities planning, State aid approvals, general obligation elections and in the issuance of their bonds. And for the majority of our clients that fall in between, they are the base and the reason we continue to succeed year after year.
It has always been our commitment to providing districts, regardless of size or location, with the services they need. And as new needs have evolved, we have been there to staff those new services that our clients demand with the best people we can get. Today, we offer a variety of services to all our clients. The results are a one-stop shop of services that no other firm is able to provide in California.

“CFW has also provided excellent advice throughout the program administration for the implementation of our projects; especially in the acquisition of sites and the bidding and construction process. Our facilities personnel worked with CFW in the acquisition of our sites and in getting necessary CEQA, California Department of Education, Office of Public School Construction, State Allocation Board, Army Corps of Engineers and Fish & Game approvals. They have assisted our architect and construction manager in building to budget and allowing our District to keep promises made in our bond campaigns. As an example, many of our Hardship funded buildings have been stick built instead of portable through taking advantage of a favorable bid environment and negotiations with the State. Our students will have superior facilities as a result of their hard work.” |

“The CFW team made the difference in uncertain economic times. With their combination of financial advice and campaign strategy, they provided the broad vision to implement a successful measure in the heart of a recession. They also assisted the District in securing a credit rating upgrade to ensure a lower interest cost of borrowing to our taxpayers. I recommend their work without reservation.”

“Since CFW was hired in 2008 to process our State aid, we have been approved for Financial Hardship for a new elementary, high school, and expansion of our middle school – a combined total of approximately $76 million. This month, our application for planning funds from the Office of Public School Construction was approved for approximately $15 million. CFW has coordinated all of our site approvals, eligibility and processing requirements as well as our architect submittals. They have represented the District through site acquisitions and CEQA and negotiated with the State departments of Education, OPSC, SAB and State Auditor. The latter included the negotiation to resolve the impact of a previously unidentified 6 inch, high-pressure gas line near one of our schools. We are delighted to finally be able to provide permanent school facilities to our community and students. Without their combined efforts we would not be here today.” |

“CFW placed particular emphasis on making sure we won the Vote-By-Mail by using a program that allowed us to contact our voters weeks before the Election. CFW has been a critical part of getting my schools to where they are today.”

“Even though our enrollment has declined, we continue to have facilities needs, particularly rebuilding the library and improving our theater. CFW worked closely with us to develop a capital and financing plan that voters were willing to support.” |

“We have used CFW to pass two separate bond measures. Their prior use of school facilities improvement districts, allowed us to tailor a bond program to meet our respective communities' needs. In our latest $180 million bond measure, they were able to prepare us to meet with the rating agencies and insurers, anticipating their questions, and securing for us a rating and insurance program at a very low cost in spite of our current financial position. Like most California community colleges, we were facing budget shortfalls that required us to make significant one time expenditures and draw down our general fund balances.”

“CFW helped us be successful in the passage of our $395 million community college bond. They continued to find alternate ways to optimize our tax rate. Once our election passed, they directed the distribution of the bonds between the two underwriters our District selected in order to ensure the widest demand and lowest cost of borrowing for our District. They did a marvelous job for us.”

“CFW helped us to maintain our high bond rating for our $150 million bond sale, even in these uncertain economic times. Their expertise was crucial for us to obtain the lowest cost of borrowing. During our final pricing call on the day of sale, CFW was able to garner an additional $1.6 million in savings to taxpayers in debt service repayments. I highly recommend the firm.”
