Program Administration
Successful planning and implementation of a capital program requires leadership, a well managed team and an integrated approach. The team typically consists of staff and required professionals from various backgrounds. All, however, need to be coordinated, managed and assigned goals, responsibilities, and an overall timeline. CFW provides program administration services for bond and capital program activities and effectively works with districts to manage each professional team member throughout the process.

Financial Advisory
When it is time to issue your long term debt, our scope of work is comprehensive when compared to others. Our job is to manage the process and to deliver the funding required by the parameters you set.

State Aid
The State offers a variety of programs designed to aid districts in funding modernization and new construction of school facilities. Each has its own program and financial requirements. To be effective, CFW establishes a district’s eligibility and develops a strategy to maximize programs most suitable to the district’s needs. Thereafter, all necessary applications are filed and processed through the State, as needed. The goal is to utilize the State programs to offset the local financial impact to voters and residents.

Election Services
Having won over 140 bond measures, our strategy is simple. We use extensive data analysis and paid professional phone banks to identify your supporters and educate voters about your measure. We reinforce supporters with direct mail, targeted phone calls, and specific methods to ease the act of voting. Our goal is make sure your supporters vote.






Program Administration

CFW provides program administration services for bond and capital program activities and effectively works with districts to manage each professional team member throughout the process. We will:

Manage the team. We assist in qualifying and selecting team members and negotiating necessary fees, scopes of work and schedules. Thereafter, we manage the district’s team and monitor progress, quality, and performance through due diligence meetings and communication, including the assignment of timelines, responsibilities, and estimated costs.
Review existing conditions. We review existing capital and financing plans and projected facilities needs, demographic factors for enrollment and student forecasting, and alternate facilities implementation options.

Create a Plan that works. We work with the district to design an acceptable facilities plan to meet facilities needs, including proposed projects, timelines and budgets, and amend the purposed program as needed in order to incorporate changes or need for modification. A Sources and Uses Statement is provided and alternate cash flow analyses are conducted to stress test funding and expense schedules.

Assist in the implementation of the Plan. We team with the district in defining recommended projects for construction or modernization and projected sequencing and assist the District in negotiating the selected methods for delivery of construction. We attend necessary meetings as requested by the district to provide updates, present findings and recommendations and to assist as needed in the delivery of the proposed scope of work.

•  Help create a bond program that fits the District’s needs. We have worked with many K-14 districts to create unique and innovative ways of optimizing the use of State Aid, grants and bonds to fund your capital needs. We have 12 professional staff to structure and issue general obligation bonds, certificates of participation, variable and fixed rate lease transactions, QZABs, as well as Mello Roos and bank qualified bonds.

•  Prepare the analysis. We eliminate the “Black Box” and demystify the bond process. We are your third party agent and can provide the District with recommendations concerning optimal tax rates, bond structure, maturity schedules, methods (negotiated vs. competitive) and timing of sale, credit enhancements, and interest rates.

•  Manage the finance team. In addition to assisting the District in the selection of potential finance team members such as paying agents, underwriters, and bond counsels, we can negotiate fees, administer timelines and divisions of responsibilities, and structure bond issuances that efficiently meet the District’s needs.

•  Conduct the sale of bonds. Extensive experience allows us to determine fees and interest rates to be charged on bonds via a negotiated or competitive bid process. We seek a wide audience of potential buyers and track comparable transactions verified with pricing books to ensure that the District receives the fairest terms regarding the sale of their bonds.

•  Offer increased services and personal attention. Our fees are substantially more competitive than comparable firms or transactions. We have strong references and a proven track record of success with districts throughout California.

• Develop a strategy to maximize available eligibility suitable to district needs
• Assist the district in submitting necessary applications and meet with State representatives as necessary to process applications
• Assist the district in preparing and submitting all necessary back up documentation
• Attend necessary informational and decision-making meetings, both locally and at the state, including OPSC and State Allocation Board meetings
• Assist the district in the actual securing and receipt of State funds
