That is the most often asked question that Boards consider when placing a ballot measure before voters. The unabashed answer is when you are ready. Nonetheless, many boards hesitate especially when external factors beyond their immediate control arise. In the last few years, issues like the statewide “energy crisis”, 9/11, the State budget and the recall election have raised concerns. Amazingly, they have had very little impact on districts that were organized to win their elections. Interestingly enough, here is quick analysis of the impact of these issues on bond elections, based on the results of the next succeeding bond election.

Based on our participation in various roles in over 70 elections, here is what we consider to be the most relevant issues to be considered when deciding to call a ballot measure election. Unsurprisingly, they tend often to involve local issues, although not totally, at the control of the district.
Checklist of Significant Components to Consider In Determining
When You Are Ready To Place a Measure on the Ballot:

• Have I assembled an experienced team with solid leadership skills to communicate and affect our efforts?
• Is the capital plan complete and does it prioritize proposed projects?
• Is the financing plan in place to meet the cash flow and overall needs?
• In combination, will the capital plan and financing plan deliver projects when needed, especially if State aid is part of the financing plan or is delayed?
• Has the public information effort generated key support from parents, staff, business leaders, and the largest taxpayers?
• Has a survey of likely voters determined support for the proposed ballot language, the anticipated projects, the required tax amount and the key issues facing the district?
• Has the Board been kept abreast in a timely and deliberate manner to make the best informed decision?
• Is a campaign committee available to be trained and organized to fundraise, identify supporters, reinforce the winning message, and get out the vote on Election Day?
• Am I ready to focus exclusively on this issue for the most part of 4 to 6 months and to do whatever I can to support its success?!
